WMC Testifies in Support of Legislation that Would Implement a Scientific Peer-Review Process for State Agencies’ Rule-Making

On Tuesday, WMC Director of Environmental & Energy Policy Craig Summerfield testified in support of Senate Bill 894. This legislation builds on past rule-making reforms by creating a peer-review process for administrative rules. This is crucial because in many cases, such as groundwater standards from DHS, the rules don’t go through a peer-review process even if the DHS rules contradict or deviate from EPA guidelines. In instances where state agencies create rules without peer review, it can ultimately result in Wisconsin-only standards that do not rely on the best available science.

Senate Bill 894 holds the government accountable by requiring a peer-review process and by requiring an agency to take into consideration scientific studies before promulgating a rule.
