WMC Petition Drive
WMC launched a petition drive that garnered more than 4,000 signatures opposing joint and several liability, $3 billion in higher taxes, and other provisions of the state budget. The petition drive drew the attention of The Wall Street Journal, which said the business community was urging “an urgent rethink.”

In the midst of a recession, lawmakers have passed legislation increasing corporate income taxes by more than $200 million, and are considering a State Budget Bill that includes more than $1 billion in personal income and business tax hikes.

The tax increases will be used to fund an overall spending increase of more than 10 percent over the previous two-year biennium.

In addition, the bill contains numerous policy proposals that will have a significant impact on Wisconsin business, economic growth, and future job creation. The Legislature is also moving swiftly to enact a series of separate bills that will increase and index the minimum wage; place a priority lien against an employer’s assets equal to the number of employees, multiplied by $10,950; and mandate an additional $100 million in health insurance coverages for fully insured health plans. COMBINED REPORTING RAISES BUSINESS TAX

Legislative leaders and Governor Jim Doyle approved combined corporate income tax reporting in a fast-track process that took less than a week from introduction to the final signing.

The proposal raises $200 million in new corporate taxes and increases those tax collections by 11 percent.

Wisconsin is in a recession, and the tax increase sailed through the Legislature and to the Governor's desk with no hearings, and no opportunity for business community input.

WMC aired radio ads to fight the proposal, which was almost killed in the Assembly. The WMC-backed amendment to remove combined reporting failed 50-49.
