Wisconsin has consistently ranked among the highest taxed states in the country for more than 40 years. We need to reduce Wisconsin's total state and local tax burden so that we no longer rank among the 10 highest taxing states in the nation. At the same time, we need to encourage economic growth and development to expand the tax base, thereby reducing the burden on all taxpaying entities. High taxes threaten our economy, limit personal opportunity, and jeopardize the quality of life in this state. WMC AGENDA Reduce Personal Income Taxes Reduce personal income tax rates sufficiently to make Wisconsin competitive among the 50 states in terms of income taxation. Eliminate the Personal Property Tax Improve Wisconsin's business climate by continuing to eliminate the remaining categories of business equipment property still subject to the personal property tax. Limit Property Taxes Statutorily limit property tax increases until permanent tax and spending controls are incorporated into the State Constitution. Reform Tax Administration Reform the Wisconsin tax code to clarify ambiguous provisions that lead to uncertainty, and restore fairness to the process of resolving disputes over Wisconsin Department of Revenue interpretations of the tax code. Limit Government Taxes and Spending Constitutionally limit the growth in state and local government taxes and spending, in order to reduce the overall tax burden in Wisconsin. Reduce Capital Gains Taxes Reduce Wisconsin’s capital gains tax to encourage business investment and resulting job creation. Eliminate the Estate Tax Eliminate the estate tax in Wisconsin to discourage retiree out migration, and the related loss of investment capital.
